Primed Talent Ltd is committed to creating a safe, inclusive, and respectful learning environment in which all learners and staff are protected from harm, including the risk of radicalisation and extremism.
As an independent training provider delivering adult education and Skills Bootcamps, Primed Talent recognises its responsibilities under the Prevent Duty, as set out in the Counter-Terrorism and Security Act 2015. Prevent is embedded within the organisation’s wider safeguarding framework and is treated as a core safeguarding responsibility.
We recognise that radicalisation can affect individuals of any background and may occur through online or offline influences. Given our delivery model is predominantly remote, we place particular emphasis on identifying and managing risks associated with online environments.
Primed Talent adopts a proactive, proportionate, and risk-based approach to Prevent, ensuring that concerns are identified early and managed appropriately.
- Purpose
The purpose of this policy is to provide a clear framework for how Primed Talent will prevent individuals from being drawn into terrorism or extremist activity.
This policy aims to:
- Support safeguarding arrangements relating to radicalisation and extremism
- Provide clear procedures for recognising and reporting concerns
- Ensure consistent and appropriate responses to Prevent-related risks
- Promote British values and safe, respectful learning environments
- Ensure compliance with legal and regulatory requirements

This policy applies to:
- All employees, managers, and directors
- Learners and programme participants
- Contractors, consultants, and volunteers
- Delivery partners and subcontractors
- Visitors and guest speakers
It applies across all delivery environments, including:
- Online and remote delivery
- Blended learning environments
- In-person sessions
Prevent responsibilities apply equally across all contexts.
- Legal and Regulatory Framework
This policy is informed by:

Prevent is implemented in a way that is proportionate, non-discriminatory, and consistent with safeguarding principles.
- Key Definitions
To support understanding, the following definitions apply:
- Radicalisation: The process by which an individual comes to adopt extremist views or support terrorism
- Extremism: Vocal or active opposition to fundamental British values
- Channel: A multi-agency safeguarding programme that provides support to individuals at risk of radicalisation
- Safeguarding and Prevent Integration
Prevent is fully integrated within Primed Talent’s safeguarding arrangements.
All Prevent concerns are managed through safeguarding procedures, and the Designated Safeguarding Lead (DSL) has overall responsibility for both safeguarding and Prevent.
This ensures:
- A consistent and proportionate response to risk
- Clear reporting and escalation pathways
- Alignment with wider safeguarding practices

Managing Director
The Managing Director has overall responsibility for ensuring that appropriate safeguarding and Prevent-related arrangements are in place within Primed Talent Ltd.
Designated Safeguarding Lead (DSL)
The DSL is responsible for:
- Acting as the main point of contact for Prevent concerns
- Receiving, recording, and assessing concerns
- Determining appropriate action, including referrals
- Liaising with external agencies, including Prevent and Channel panels
- Maintaining up-to-date knowledge of Prevent risks and guidance
- Ensuring staff training and awareness
Deputy DSL(s)
- Act in the absence of the DSL
- Support safeguarding and Prevent processes
All Staff
All staff are expected to:
- Remain alert to signs of radicalisation
- Report concerns promptly
- Promote inclusive and respectful environments
- Complete Prevent training
- Maintain professional boundaries
Learners
Learners are expected to:
- Engage respectfully in learning
- Not promote extremist content or views
- Report concerns about their own or others’ safety
- Recognising Risks of Radicalisation
There is no single profile of an individual at risk of radicalisation. Vulnerability may arise from a range of factors, including social, emotional, or environmental influences.
Indicators may include:
- Expression of extremist or intolerant views
- Sudden changes in behaviour, language, or beliefs
- Engagement with extremist content online
- Withdrawal, isolation, or identity-related issues
- Attempts to influence or recruit others
- Fixation on grievance, injustice, or violence
These indicators should always be considered in context and do not in themselves confirm radicalisation.
- Online Radicalisation and Digital Safety
Given Primed Talent’s delivery model, online risks are a key focus.
Potential risks include:
- Exposure to extremist content through social media or online platforms
- Online grooming or recruitment into extremist groups
- Echo chambers and algorithm-driven content reinforcement
- Use of chat functions to share harmful material
Controls in place:
- Use of approved digital platforms only
- Clear expectations for online behaviour
- Monitoring and oversight of learning environments where appropriate
- Staff awareness of digital safeguarding risks
- Immediate action where inappropriate content is identified
Learners are supported to understand how to stay safe online and how to report concerns.
- Prevent Procedure
All Prevent concerns are managed in line with safeguarding procedures.
When a concern arises, staff must:
- Remain calm and act appropriately
- Record the concern factually on the same day
- Report the concern to the DSL immediately
DSL Response:
The DSL will:
- Assess the level of risk
- Consider vulnerability and context
- Determine appropriate action
Possible actions include:
- Monitoring and internal support
- Safeguarding intervention
- Consultation with external agencies
- Referral to Channel programme

Primed Talent ensures that learners are aware of Prevent and understand how to stay safe.
Learners will:
- Receive Prevent information at induction
- Understand risks of radicalisation
- Know how to report concerns
- Be supported to engage safely in discussions
This supports a culture of openness and awareness.
- External Speakers and Content
Primed Talent ensures that external speakers, partners, and materials are appropriate and safe.
Controls include:
- Risk assessment of external speakers where relevant
- Review of materials used in delivery
- Immediate action if inappropriate content is identified
No extremist views or materials are permitted.
- Prevent Risk Assessment
Primed Talent adopts a risk-based approach to Prevent.
This includes:
- Identifying potential vulnerabilities at enrolment
- Monitoring learner engagement and behaviour
- Considering online risks associated with delivery
- Reviewing risks periodically
Appropriate support is provided where risks are identified.
- Training and Awareness
All staff receive Prevent training appropriate to their role.
This includes:
- Awareness of radicalisation risks
- Understanding of reporting procedures
- Ability to respond appropriately to concerns
Training is refreshed regularly to ensure ongoing awareness.
- Monitoring and Governance
Prevent is monitored as part of safeguarding oversight.
This includes:
- Tracking Prevent-related concerns
- Reviewing trends and patterns
- Monitoring staff training completion
- Evaluating effectiveness of Prevent measures
Senior leaders are responsible for ensuring continuous improvement.
